Try the following process:
Delete current control record
Create new control record for the month of 12
Put absent for PERNR to run for 12th month
Run payroll for those employees only
Exit payroll and make ready for the 1st month of next year.
Remove the absent marked for those PERNR
Run payroll for the 1st month
There won't be any issue as we are doing the same.
