This will not work. The fields that you have identified will block for sales - not purchasing .However, you are quite correct in suggesting that MRP1 is not the answer. If Sandhya wants to block a material for purchasing then the purchasing view should be blocked. Also, purchasing cannot proceed without an info-record (ME1x; ME15 to delete) and source list (ME0x, ME07 to delete), so that is where the block can be set.

In MM02, under 'Sales: sales org.1' tab, try to set the 'X-distr.chain status' or 'DChain-spec. status' to 'Released f. Delivery'.
