If the IR checkbox is greyed out, that implies that you've done some receiving against the PO line. If you have received goods, then you shouldn't expect the deletion indicator to hide the value from the header conditions. In a PO, the deletion indicator is probably not the best choice of term for that field - it really is a marker that the line is completed and ready for archiving, rather than an indicator that the line should be considered as not existing.
