It is possible to open a non-development client for direct configuration but this is not advisable and should only be done in very special circumstances so I am not going to supply the TCode unless and until you can show why you need to do so. A development client should always be open for configuration but there may be an authorization issue so check that out. If you make changes in the DEV client and then transport them across your system landscape you keep all systems in line, which is the right way to do it.

Are you facing this issue on the client DEV-005? Lets talk on Monday about that. As per my verification on DEV client I did not have any problem getting the transaction open to configure.
