The use of cost center category (and a substitution) was the "old
school"method for assigning functional area. This was standard SAP prior
to having the functional area assignment on the cost center master record.
Perhaps it's time to let the field on the cost center master determine the
functional area assigned?
Or is there some business need for this methodology?

The resolution:

In the setup for the cost center, I had maintained the new functional area, but I had not created a new cost center category in OKA2 (a functional area is assigned here as well), and had not assigned the category to the cost center. So apparently when there is a posting, the derivation of functional area is based on either Cost Center --> Cost Center Category --> Functional Area, or simply by cost center categoy --> functional area based on OKA2. Either way, it is not enough to simply maintain functional area in KS02.
