Does the custom transaction use the generated maintenance view that SM30 uses? If not, you should be able to find the custom maintenance program with a "where used" on the table, then find the associated tcode through SE80 on the program. If it's a custom tcode that uses the generated maintenance view, you may be able to locate the tcode by using SE16N on table TSTCP and searching for your table name (surrounded by asterisks, like this: *mytable*) in field PARAM. This may or may not work, depending on how the tcode was set up.

What are the steps to find a custom transaction someone created for a known
custom table?

This custom table can be maintained using SM30 but not my company is
restricting to use SM30 for users and we are assigning custom tcodes but I
can not find a tcode for a custom table that was created long time ago.
