Yes..I agree with your point however in USR02 table should have only one unique entry for each user right. The user id has one User Group for one entry in USR02. The same user id does not have User group in second entry in USR02. For sometimes, in SU01 user group is present for this user. For sometimes, in SU01 user group is empty. How?

The key to the table is Client and User, so there is likely a difference between the "repeated" records in one of those two fields. Watch out for unprintable characters in the user field that look like spaces - check out the actual hex contents of that field.
