Have you inspected the created delivery to see what's in ZUKRL? Have you debugged your code to see if there are varying values in VGBEL for the individual delivery items (or if your code even executes)? What kind of a PO are you talking about (since VGBEL should never contain a customer's PO)?
In short, what have you done to try to figure this out before asking us?
