We have standard SAP transaction to do MASS user lock/unlock other than SU10 is EWK5 transaction. We can also user program EWULKUSR in SE38 to do the same action. Try this and let me know

I would not recommend the second method there are other tables involved and not just USR##.
Adjusting database tables is not really a good idea unless SAP have recommended it.
Your best option is to modify the instance parameter rdisp/max_wprun_time to a value of 0 (Zero) with Tx RZ11
Then use Tx SU10 and delete all 20000 user Ids then use Tx RZ11 to modify the parameter again.
