Windows 7 is not an option even in Compatibility.
You must check the Product Availability Matrix for supported OS versions

How can I run SAP 4.7 in compatibility mode.
When I right click the SAP icon properties, there is no compatibility mode tab. How can I run SAP on a Win7 laptop in compatibility MODE?
