Run sapinst from the SAP NetWeaver Master DVD media.
This is described in the system copy guide.

Your system has corresponding java stack.this tool cannot be used to copy double stack system. use software life cycle - option-system copy target system installation.

I am using software delivery tool I downloaded this tool to sap market place to perform database copy completion.
