You need to use different Phol class for the two holidays, e.g., normal hol 1, women's day 2, youth day 3.
This can be used in PCR's in both time eval & payroll.
In absence counting, usually PH are not to be counted for debiting the absence hrs to the absence quota. Unless the groupings are different for women & youth as compared to others, these Phol's will be considered the same. You would need ABAP enhancement in the processing of IT 2001. We have done this for some clients.
Similarly you may need to enhance in Payroll processing - in PAB function.
You need to go through all the business rules and see what config and coding is required.
