There are a couple of things that jump out here Bob. My personal choice in matters such as this is firstly to always look at the root cause of the issue and address the fix, whether that be a broken process fix or a system related fix at that point. Addressing at the back end (for me anyway) should be your final option. I know things are not always black and white so if it is something that is not within you power to fix at the front end and you'd prefer not to address with Authorizations based on the limitations this has, you could look at a user exit that is called on shipment deletion and add a check that throws out an error message when certain conditions are met. Maybe "USEREXIT_DELETE_DOCUMENT" . Have an ABAPer review the exits called in VT02N and advise accordingly. Also Make sure that it is just VT02N that is being used to delete and that there are not other transactions that enable deletion and that do not call your chosen exit ie VT06. Hope that helps???
