Many times it is an accounting or SD issue. In the case of SD it may be because something was incorrect on the Sales Order and the only way to correct is to remove/delete the shipment/delivery. As a result sometimes a person will fat-finger the shipment number and since there is no easy way to recognize that they have entered the wrong shipment document it gets deleted. Subsequent to that they discover that the correct one still exists but then there is no way to determine which one they actually deleted until freight is applied. It would be easier if we could just not allow is PGI exists but, failing that capability, we may have to do as you suggest and limit access.

You could consider removing the ability to delete shipments from users using authorisations and permit deletion by a select few?. Why would they be deleting shipments anyway?, that doesn't make sense?
FYI VT22 will show you who deleted a shipment if that helps also?
