I checked the reply from Tomas. The 2 option does make more sense for your type of scenario. However please make Custom (Z) document type instead of playing with the standard one. Make the price field available only as "DISPLAY". In security role make sure only this document type is assigned in role for ME21N and ME22N. And make sure users are having access to only this role. However with this it will become mandatory to have Info Records. I remembered i did this in 2003.
And about the release strategy it is again depend on business control whether you want this document type to be added in classification or not. I guess in Indian type of scenario your higher management in Procurement as well as in controlling will definitely like to have control on this type of document also where you are not allowing user to change or add the price. So this PO DOC type also need to be considered for release strategy.
