If the config in T529A does not have the value, then you can not manually add the value when you are in PA40.
As the other suggested, you can do the following:
1. If the change in the action menu has not been transported to test and prod clients, then:
a)In SM30 or through IMG in Dev client: Display the Action menu, at the top,go to utilities and compare (in change mode, this option shows 'adjust)'. It is better you compare first with prod client. You can filter to see changes only. See which rows do not exist in the dev client.
b)If you can find the row not existing in prod that correspons to the one you may have deleted, then change from Display to Change mode. Then adjust and copy the row you need from the other client to Dev.
c)Save the change in a transport. Test this change with PA40 in the dev client. If you are satisfied, you can move the transport to QA client.
d)Test again in QA client. You may need to get it tested by the user.
e)Move the changes to Prod. Check if it is working fine in this cleint.
2. If you have already moved the incorrect changes (deleting the action) to QA and Prod client, then
a)In SM30 or IMG, go to Action menu change.
b)Copy an existing row and change whatever data required. The action type has to be obviously changed.
Then do as in steps 1c), to 1e).
Standard Procedure for any changes in config or workbench:
Before moving a change from Dev to QA, it needs to be tested in Dev. Then again in QA before moving to prod. In QA client, a change should be signed off by the client or your team at least before moving to prod.
