I'm surprised the project team hasn't provided this. At the very least there should be a list of the requirements and expected pass/fail criteria from the analysts. There should even be scenarios to the same. Without this, testing is wasted. Better yet, should be the implementers' designs and how they know they've configured correctly to match the requirements.
I agree with Venkat - no test cases, no testing. Good luck sir!
