error ' Service not reached'

Is this correct procedure for Issue management activation ?

I got SAP OSS connection test ok with with logon time 4936msec.

Now I have to configure maintenance optimizer.
When I go to activate maintenance optimizer it replies error SAP MOPZ auto-configuration warnings Message No. IMG_FASTCONF030

Please advise.
