I believe your process already halfway, so you cant reset SAINT,

either you need to implement manually

or

you restore SAP to state before you try to upgrade, then apply SNOTE before
start new upgrade process

Yes, from sapnote 1169247 I have to implement sapnote 1256384 by using tcode SNOTE but get error message "OCS locked by user sapbasis with transaction SAINT". I cannot edit program manually in SE38 because I don't have access key.

I think I must reset SAINT, any way to reset/unlocked SAINT from user sapbasis?
