I have replied to this same kind of questions last week. There is an OSS not that you can apply that allows you to upload out of sequence.

Hello everyone!
Please, help to fix an issue with sequence of bank statements. User uploaded the statements (through FF_5) not in the right order and now one from the 19th January is missed. System might have allowed to do this as there statement from last year already existed with the same number.
Now we can't upload this particular statement, though all the next ones were uploaded fine: for 20, 21, 22, etc.
So, in FEBAN we can see all the statement numbers, which are doubled: one for 2010 year and one for the current year, except this particular statement, number of which exists only for 2010 year and can't be uploaded as system says: "Sequences interrupted for statement Message no. FV152"
So what solution can be applied here?
Format is MT940.
