Are you on ECC 6.0? If so, you will most likely be able to find an enhancement spot to accomplish your goal. I just did a bit of debugging, and it looks like VL02N is bristling with enhancement points. Just do your /h just before you press the delete button, and single-step through, looking for enhancement points.
If you don't find an already-defined enhancement spot, you can always use an implicit enhancement.

With exit MV50AFZ1 subroutine USEREXIT_DELETE_DOCUMENT I am having partial success stopping the Delivery Line or Delivery from being deleted. That is I am successful checking the delivery delete status and manipulating it (XLIPS-UPDKZ). I have not determined how to control a delete when pressing the red delete items button at the bottom of the screen. This doesn't seem to fall into a user exit. I tried to control it at save time with USEREXIT_SAVE_DOCUMENT_PREPARE but it doesn't exactly work right and besides it's really not the right time to perform that type of check. I need to check it when I press either the Trash Can or the red Delete Items button.
