Hello Phil,
I assume this is rather a question regarding SAP Netweaver, as SAP Solution Manager is using the basis/technology/application server(s) of SAP Netweaver, i.e. also the kernel of the same.

Generally, the Product Availability Matrix (http://service.sap.com/pam) of SAP Solution Manager 7.0 (as of EhP1 7.01) shows the supported platforms in tab Database Platforms (SMP access required) - for the ABAP as well as for the Java "stack". Please find your OS/DB combination to verify support and end of maintenance. If you feel that any media update is missing on SAP Service Marketplace (e.g. Software Download Center), I would suggest opening a message to let SAP Active Global Support know (component XX-SER-SAPSMP-SWC) (SAP Note 1349508 outlines a questionnaire which speeds up such requests!). For existing installations, I would try and ask SAP AGS for the software (XX-SER-SWFL-SHIP).
An important SAP comment on this topic please find in SAP Note 1280759 ("SAP recommends only 64-Bit Windows for SAP Appl."). (In your context please see also SAP Notes 684106 and 960769).
As for SAP Solution Manager, SAP Note 1276002 outlines, that "You can only install SAP Solution Manager 7.0 EHP1 on 64 bit platforms (central services instance, central instance, database instance).
On 32 bit platforms you can only install dialog instances for SAP Solution Manager 7.0 EHP1."
Should you choose to do so, please also see recently updated SAP Note 1326698, section "32-Bit Windows".

Specifically, I assume that in your case IA32 (Intel Architecture) is fine and you might want to use the same? Not being a specialist in OS architectures, IA32 and x86 are compatible platforms if I am not mistaken. As per SAP Notes 931024 and 407328 e.g. it seems that probably one could use IA32 kernel for x86 32 bit operating systems...

Has SAP stopped updating the kernel for x86 32 bit systems for Solution Manager ver 7.01, currently non-unicode?
I do not see this listed under the current list of choices, I just see the Windows Server on IA32 32bit.

This system is planned for a replacement to 64 bit unicode, but still need the existing system and was planning on updating the components.
