Hi Vlad,
I am afraid you have confused release procedure and workflow. While it is true the release procedure controls and determines if a particular purchase document is subject to release / approval, it is the workflow which facilitates and enables how the release shall be carried out. As a result, in no cases that you can activate your approval process without release procedure.
