I had similar problem lately. RDDIMPDP was not getting triggered even if it was released. Check SAP note 449270 to make sure that RDDIMPDP runs if it gets started from an application server.
I my case, I added an entry in STMS for my PRd system:
PRD/SYSTEM_PF = \\sapPRD\sapmnt\PRD\SYS\profile\DEFAULT.PFL
