Negative balance is allowed through config in V_556A_B (or V_T559L - Quota types). See column Negative deduction (field QTNEG).
For the relevant groupings and quota type: Enter a negative number to indicate how many hrs (or days if unit is days) are allowed.

This generates It 2006 with the allowed negative hrs. IT 2006 can not be maintained manually for this purpose or for accrual.

You can only update the balance through a PCR with op'n UPDTQAxx for quota type xx.
