If by "Employee Record" you mean the Personal Data infotype record, then it must be created with a Start Date of their Birth Date.

The standard SAP logic, is that the Object Person (P) exists from its' Date of Birth (DOB).

Having the record exit from the person's DOB will reduce any future issues as you load more HR master Data infotypes in the future.
