I've encountered this before - Java iView Runtime error cannot be fix permanently if you perform registry repair or do some changes in your registry edit..it's more complicated..
so the permanent fix for this is recreate new windows profile.

temp solution :

But I use to face the this issue quite often I have work around for it.

Go IE > Tools > Internet Options.

•In the "Temporary Internet Files" section, click the "Settings" button.
•Enable the "Every visit to the page" option and click OK.
•Click OK to close the Internet Options dialog.
This will search for a newer version of the stored page Every Time you visit this page.

permanent fix : rename old windows profiles

if your machine connected to company domain - please refer to your company IT support team. because the machine have some security settings that not allow you to make any changes.

if single user machine : in order to rename your windows profiles,you need to login as local profiles with admin access.

1-create new local profiles with administrator access

RUN - type : CMD
put this two command at CMD

net user admin intel$123 /add
net localgroup Administrators admin /add

reboot your machine and login using this credential

remember this LOCAL ADMIN ACCOUNT
username : admin OR machinename\admin
password : intel$123

open my computer - c:\documents and settings\profile name (rename to old)
restart your machine and login back using normal account
then try check if the issue fix or not...
to get back all your files or document -please copy from the old profile you just rename before..

from my experience - all issue fix 9:10
