Start ST01 Authorization trace, then have the user go thru the steps you listed above and try to get to ME23N. When that fails, go over to ST01, stop the trace and review the logs. Anything that has a RC=4 or RC=12 means an authorization is either missing or needs more access. Make changes to role and retry.
