Kaneko-san,

If costing key is determined by KE4R (by material type), you need cost estimates.
If coting key is not determined, SAP does not show error and you need COGS condition type VPRS assigned to value field to capture cogs.

I am not sure if you can set up exceptions in KE4H (by material), but once costing key is determined, you need cost estimate.

So the question is, how do you exclude certain materials (products) from this costing key determination process.

Only possibility that I see is using KEPC (by any rcharacteristics)

This is basically a tool to determine costing keys. But if certain materials (products) get left behind and excluded, costing key will not be determined.
There I see a possibility you can manage your situation.
