In a one word answer, YES.
What you are planning to do will definitely give you problems going forward - you will experience inconsistencies when working with previously entered orders/billing documents.

If you want your taxes to work differently, you need to:
(1) Create a new tax condition type that has the attributes you describe
(2) Create new pricing procedures that use the new tax condition type & assign them to be used in the relevant document types.
(3) Existing documents will be using the prior/old procedures and tax condition type - they will NOT be affected by the change.
(4) New documents will use the new procedures and tax condition type and associated tax calculations.

SAP has an OSS Note that pretty much tells you the same thing I have. I don't remember the Note number offhand & can't get into OSS right now. I'll post it later.

Hi all,
I want to change the Tax level indicator on Condition type JRC1 from level one to level 2. What this will do is allow me to enter GST rates On JRC1 at the provincial level for each province in Canada in FTXP. It will also allow me to set up JRC2 with the QST rate under jurisdiction CAQC. I can set up the HST rates for CABC and CAON on JRC3. And in the event that I need to set up additional provincial rates in the future I can do this at level JRC4.
My question is that I have historical data using CA00 for GST and it is at level 1. Will the above changes give me problems going forward?
