Condition 111 avoids picking if credit limit is blocked.

How about trying entering your own condition for executing picking? Condition 111 exists. Transaction OVB6. Table TVFO function 11 group ID FOFU. Code can be cheched in program LV07A111.

Not sure if this will help but have you tried in the delivery item category config to change 'Check minimum qty" to B (error)?
Also, in the customer master have you tried using tolerances?
