Are all user's PCs setup the same way? Do all user SAP GUI connections force the users to use logon load balancing?

there is no external system connected to sap.
some time ago we noticed that some transactions are not logging in sm20, but we where not sure. now we think there is some problem with system and sm20 and it is not logging all transactions. how is it possible and where and what to search?
