[sap-basis] Unable to stop cpic calls to a specific application server

Attempting to stop any rfc/gw/cpic calls to a specific server.
Application sever has nothing except dialog processes; and do not want any calls going to this particular server.SM59 have removed from rfc group; and adjusted setting in profile to save all for dialog processes.
Verified resources in smqs dialogs shwoing present with 0 being available for trfc/qrfc adn resouse status green.
Continuing to get trfc going to recorder only; must either execute LUW individually from another server; or can drop the specific server and run LUWs for recorder and they go through with no issues.
Have tried multple variations of gw and rsip/rfc parameter changes to no avail.
