If you're not an SAP developer, you should be working alongside someone who is. As Harry mentioned, the function BAPI_MATERIAL_GETALL does include the additional units of measure. You can find it using the pattern I gave you by going to transaction SE37, entering the pattern BAPI*MATERIAL*GET* and pressing <F4>.
That may not, in the long run, be the best thing for you to do (get all units of measure). It depends on your actual needs - you might be better off looking at things like the Sales unit, the Purchasing unit, the WM unit, etc to see what the various available units are used for, rather than blindly offering all of them to an outside process.

I apologise for my ignorance but I have checked
BAPI_MATERIAL_GETBATCHCERT
BAPI_MATERIAL_GETBATCHES
BAPI_MATERIAL_GET_DETAIL
BAPI_MATERIAL_GETINTNUMBER
BAPI_MATERIAL_GETLIST
BAPI_MATERIAL_GET_MRP_LIST
BAPI_MATERIAL_STOCK_REQ_LIST
The "GET_DETAIL" had the Base UoM but not the full list which resides in the MARM table. Further I have used "BAPI Explorer" and "Google" (with no luck) but I know of no method of searching using the string you provided. Even that little gem of knowledge will help me in further.
