[sap-log-mm] ATP check on delivery order for make-to-order

I would like to stop the delivery order creation or not to propose the line item which there is no sufficient stock available. This is a make-to-order scenario.
Scenario 1: -
I have 1 line item. When there is insufficient stock in the unrestricted stock. Delivery order creation should not be proceed.
Scenario 2: -
I have multiple line item. When there is insufficient stock for one of the item. The delivery order should proceed for the rest of other items but not the item with insufficient stock.
Now, the problem is the delivery order able to create even there is no stock available. I have tried the ATP check set-up and the parameters in the delivery item cat. But, the delivery order still able to proceed. Other than standard configuration, I'm looking at user exit as well.
Kindly please advice.
