hello venna,
it appears that if you have CUA active, the rename function in the users tab, in TX SU01 of the Central system is not active. this function is only possible if you are running a de-centralized system-without CUA.
deleting and re-creating appears to be your best bet.
however if the users are external business partners, who in SRM systems are tied to the central bidder root org-50001230, that have in the past responded to RFQ's ,then the system would not allow you delete them(business partner and user for employee) from theITS end, but you would be able to delete them from CUA.
