No assignment is required in this case. You have to just create new requirement it will be automatically checked by system at the time of PR Generation from Sales Order. There is another menu path for the same - SPRO Sales & Dist/- Basic functions - Availability check and transfer of requirements - maintain requirement for Purchase and assembly order. You have to just enter SyRoutine as 02 with you own requirement. In your requriement you have to just move the value "X" in field ERROR_EXCEPTION if your item status is incomplete.
