I finally found the error with the license of our system, with the help of SAP support, thanks for your help.

Hello David,
The issue you have is described in the note #1440360 this is due to an
issue with the Oracle DBSL, you need to be above the noted level.
I did give you the wrong name for the report it is of course RSLISTLIKEYand you can take a look as per the note to see if tere is an entry that
begins with "0002LC" or similar with "LC" at the beginning but it has
"=" at the end of the first line and no second line, this is an enpty
entry as per the note.

Hello Cormac,
Thanks for your help, we apply the note 1440360 deleting the wrong entry
in the table SAPLIKEY
SQL> delete from SAPR3.SAPLIKEY where likey like '0002LC%'
Then we restarted the instance and now is working fine.
