[sap-acct] Who has to use MRBR?

Who has to use MRBR? Accounts Payable or Purchasing? Is there a segregation of duties issue if Purchasing executes this transaction? In my company Accounts Payable does it, but somebody is recommending to move it to Purchasing, I do not know if this generate a segregation of duties case.
