I can use a Badi but it will mean changes to my Vendor Master Contacts approach. I don't understand why it simply doesn't work to start with though. Since there is an option to configure it, then it should work. I feel like I must have missed something. I even extended the Purch Org data on the vendor master to the plant level but that did not help

Hi Warren,
If plant has been used in the condition record, then you don't necessarily need any output requirement development as SAP will automatically pick up different condition record subject to the selection of plant in the PO. Yet, since plant is defined at the line item level while PO message type is determined at the header level, it is mandatory that the same plant is used in case of multiple line item POs and therefore, I suggested to use BAdI to ensure the same plant is used.
