Well, the requirement I have is that some plants communicate via FAX with a
vendor, some via E-mail, and some Print and Mail. How else can I accommodate
all 3 without going to plant level?

Hi,
I was surprised that Plant has been chosen as part of the selected field for
your customized condition table as in practice where multiple line items
with different plant values are maintained in the PO, it is not feasible to
determine the PO message type as in this particular case, SAP can't
determine the plant location to use.
