Hi,
The reason was that in PM module when the component is added to your PM order with "N" item category, SAP has designed to populate only one "Vendor" field where end user will enter its desired supplier and since your PR is going to be generated from this PM order for this component the same data is defaulted into both "Desired Vendor" and "Fixed Vendor" field.
