Hi
Even to implement CATS, you need to set up leave/attendance types, etc.
But what would be the purpose of just implementing CATS? Is it only yo output to PS or any such module without implementing HR?
I would suggest looking at the business requirements as a whole not just CATS, then see how it can be implemented...
SAP has almost all the modules that would be required in an org'n. You need to look the full picture.
