Hi heather,
What we do here for those situations is a personnel action (PA40) on the
employee that goes on leave and assign IT at 1% on its substantive position
for the time that he/she will be on leave. We then do a personnel action to
assign the person that will be acting or that will be temporarly assigned to
the position at 99%. So in total, two holders are assigned on the same
position for a total of 100%.
