[sap-hr] Canadian payroll - Country not being displayed on T4

some employees who are residing outside of canada but working in canada. T4 should display the country where they are living as IT0006 (subtyp 1) - permanent address has the country where they are living. It is pulling out their city name, street address but not country. for some employees their country name is shown on the T4. it is very inconsistant.
anyone has idea why this is happening. thanks in advance __.____._
