Hi
Normally as a business rule, important transactions need a trace. This is to determine who did it and why and when. A master data obect like a particular employee XYZ, is important and should not be deleted unless it has been created/inserted in the database wrongly. Even if it has been created wrongly, only a system administrator or someone who has the proper authority should be allowed to delete provided he/she has been given enough reasons to delete.
You can delimit a infotype like basic pay.
Info such as an empl's pay details needs to be retained for 7 yrs or so as a statutory requirement.
I suggest you discuss with a business person to know better.
