Depending on which userexit you are using, and how your code is implemented, the VA01 code could in theory also be valid for your EDI order. Bear in mind that data passed in the iDoc could be overriding your VA01 userexit too.
Probably the only way to know for sure is to put a breakpoint in your VA01 userexit, then run an ORDERS iDocs through the WE19 Test Transaction to debug the userexit.
