For us the DIP works well with the quotation creation through ECP. People just need to stay within the limits of materials in the DIP. The DIP is not a thing you want to be maintaining frequently.
For #4 - I agree that you should Close the project rather than re-using it. Also I would suggest that you should have a separate/special User Status to indicate that the project was closed because of the quote not accepted/no order. __.____._
