Possible reasons,
-check in MM03 the material master MRP setting for the plant on the sales
-check the requirement class linked to your line item in VA03 procurement tab
-check your sales order item category to make sure is not a text item category
-check there no rejection reasons on your sales order item
-check the material master does not have an automatic procurement from another plant
-check your order is not on a credit block
So many possible reasons, that you may need somebody with at least basic SD knowledge
