You could setup a workflow to perform the Good Issue whenever the Goods Receipt occurs (with all the needed limiting criteria). Alternatively, you could set up a Custom Movement type that performs all the needed postings.
It might help to explain the overall business requirements. You are purchasing items which are charged to Cost Centers that need a quality inspection. The goods are owned when first received, before the quality inspection. The charge to the Cost Center needs to be at the time of _____? The goods are standard or moving average? Etc.
